What is PROM?

The Coalition for Wetland Protection (PROM) is a coalition, which is presently composed of: 29 people from scientific institutes, 24 from NGOs (non-governmental organisations) and 8 people from other institutes (employees of national parks, landscape parks, "State Forests" and EcoFund). Currently the Coalition has an informal character, while maintaining the possibility of becoming a more formal association in the future.
The Coalition has an open character. The Coalition accepts any non-governmental organisation, institue or individual who desires to join the activities of protecting the wetlands of Poland. Membership is based on a declaration of participation, which must be agreed upon. The Coalition has intentions to carry out lobbying actions, it is for this reason that PROM members can not be acting in the position of making decisionary functions in the state administration (ex. a Minstry representative, the director of a national or landscape park, a nature conservation officer). Of course, administration representatives are invited to Coalition meetings, but only as observers or to inform the Coalition about some situation. The actions of the Coalition are supported by: WWF-Poland, The Regional Environmental Centre for Central and Eastern Europe (REC), The World Conservation Union (IUCN), The Small Grants Program from the Global Environmental Fund (GEF/SGP-UNDP) and Ecofund.

How did it start?

The first meeting, initiated by WWF, had an informal character. It took place on January 14, 1998 in Warsaw, at the IUCN Regional Office in Poland. At the meeting were representatives from several organizations directly or indirectly involved in nature protection: mgr I. Chojnacki (WWF), mgr P. Czajkowski (UNDP-GEF/SGP), mgr A. Grobicki (IUCN), mgr M. Kaczynska (REC), dr M. Keller (consultant UNDP-GEF/SGP and Ecofund), prof. dr hab. S. Kozlowski (Komitet Człowiek i Środowisko PAN), dr A. Liro (The National Fund for Environmental Protection), mgr L. Michno (Milieukontakt Oost Europa), mgr I. Mirowski (Ecofund), dr P. Nawrocki (WWF), dr Z. Tederko (IUCN) and mgr A . Weigle (The National Fund for Environmental Protection). The meeting resulted in the creation of The Coalition for Wetland Protection, whose goal will be to increase the protection of wetland areas in Poland.
The next meeting, this time under the formal title of The Coalition for Wetland Protection, took place on March 10, 1998 at the Institute for Environmental Protection in Warsaw. Resulting from the discusion, with country-wide participation including regional non-governmental organisations and scientific institutes interested in nature protection, it was decided to create The Coalition for Wetland Protection. The Poland Office of REC agreed to fulfill the fuction of "contact point" for the initiative.
